Why do you think she his doing this with me?????????

Told her really like her alot and so has she a year ago. Whenever she organising something with me it never seems to happen eg, going for coffee,lunch,drink,invite me to her house etc. I never asked her why because feel it's upto her to explain why. Found in the last couple of months i am always the first to text. When i do we flirt alot where she sometimes puts kisses at the end of the text and told we go for coffee.This did not happen. She always says see you soon but when i do it is usually for only couple of minutes. I have know decided not to call her or text for the last 3 weeks. She has not respond as well but been on holiday for couple of weeks. She came back last week but still i have not contacted her which i usually do. I have told her that she is a big teaser and flirt over the years but i get a feeling there something there. She does make eye contact and bat her eyes at me. Told her she does in which she told me its a sign of flirting.
