An electric device that slows down current and changes electrical energy into other forms is called a...?

It's a bad question. A different kind of conductor could 'slow' a current with a change in velocity factor. Turning off a switch cuts the current velocity to zero. A battery converts electrical energy to chemical energy (and back). A resistor converts electrical energy to kinetic (thermal) energy. Work on extra credit for discrediting the question.
