What does the crocodile brain have that allows it to learn rather than react instinctively?

Enough intelligence. In some cirstances they can also teach themselves cooperative hunting techniques. For example, if you've got a lake where fish return to spawn, they can be welcomed by one croc who ushers them into a desired direction. They then receive hospitality from its couple of dozen waiting colleagues.
