He is too young to be doing this right now, and it needs to be stopped fast. Take that food away from him, when you see this behavior from him. You can even try to feed her within his sight as well. Take her food away from her while feeding and tell her what a good girl she is. Make sure he is seeing you do this. You should do the same with him as well. Praise the heck out of him for good behavior when you do this. She will keep trying to remain on top while he is growing. This could change when he is older if you do not neuter him.
